An automatic transfer switch senses the loss of mains supply and changes the site over to the generator without anyone having to be there, then transitions back once grid power is restored. If the site cannot afford to wait for someone to arrive and start a set manually, you need one.

Both. The same in-house team installs permanent standby systems and the temporary installations that carry a site through a switchboard upgrade or an outage, including fuel, exhaust and electrical connection.
